On August 5, 2025, the President of Ukraine signed the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine to Simplify the Procedure for Allocating Land Plots for the Development of Digital Infrastructure” No. 4321-IX. This law was developed with the purpose of simplifying the procedure for providers of electronic communications services and/or networks to obtain the right to use land plots for the deployment and operation of electronic communications networks and/or infrastructure, aimed at ensuring coverage of the population of Ukraine with fourth-generation communication and high-speed mobile Internet.
⭕️ The law introduces amendments to certain legislative acts regulating land relations, aimed at reducing the timeframes for consideration of requests by providers of electronic communications services and/or networks regarding the allocation of land plots, their lease, development and approval of normative monetary valuation of land plots, and adoption of decisions based on the results of such requests, as well as reducing the period for public announcement of draft decisions.
⭕️ Furthermore, Law No. 4321 provides for the introduction of a mechanism enabling providers of electronic communications services and/or networks to obtain land plots on the basis of land easements, as well as the delineation of construction objects of electronic communications networks and temporary technical means and/or infrastructure facilities of electronic communications networks, in order to accelerate the process of deployment and operation of electronic communications networks and/or infrastructure.
The Ministry of Digital Transformation considers that this law will reduce the time required to obtain plots for the construction of base stations from 6 to 3 months and will also secure the possibility of using mobile base stations, which is especially important for restoring communications after hostilities. This is expected to accelerate the construction of mobile networks and help provide 98% of the population with quality mobile communication by 2030.
